Subject: Charges Imposed by Operateurs Portuaires Reunis, S.A in Haiti

Dear Valued Customer:

The Haiti member carriers of the Caribbean Shipowners Association were informed on short notice that effective Friday, April 16, 2010 container charges will be imposed by "Operateurs Portuaires Reunis, S.A." in Haiti.  These charges are beyond the control of our members and are payable to OPR, S.A.

The purpose of the charge is to compensate OPR, S.A. who has been authorized by the Haitian Government to operate the barges in Port au Prince that are acting as floating piers.

They will be assessing charges against all cargoes/containers that are loaded to or discharged from the barges.

The charges will be as follows:

Commercial Cargo $300/Cont Imports $50/Cont Exports full
Relief Cargo $150/Cont Imports $50/Cont Exports full
Apparel/807 $100/Cont Imports $50/Cont Exports full
Vehicles/Equipment $5/CBM $5/CBM

Please be guided accordingly.
